About the First Coast Workforce Development Consortium
The First Coast Workforce Development Consortium provides public oversight of CareerSource Northeast Florida, operated by First Coast Workforce Development, Inc., which is responsible for providing a trained workforce to employers in Baker, Clay, Duval, Nassau, Putnam, and St. Johns Counties. CareerSource NEFL administers an annual budget of approximately $20 million and functions around several initiatives designed to connect job seekers in transition with training and employment and focus on economic development through workforce preparation. The organization plays a key role in attracting new business and helping current businesses expand in Northeast Florida.

Governance Structure
Public Law 113–128, enacted by the Congress of the United States effective July 2014, known as the Workforce Innovation and Opportunity Act (WIOA), established a program to provide universal access to workforce development services for the citizens of Northeast Florida.
CareerSource Florida, Inc. (“CSFI”) was created by the Legislature in 2000 and has been designated by the Governor to take the lead in designing and directing Florida’s workforce development strategy and to designate Workforce Development Areas. The Workforce Innovation and Opportunity Act requires that an agreement be entered into between the general-purpose governmental jurisdictions which comprise the workforce development/investment area.
Our fiscal year period is from October 1 to September 30.
Our local workforce area includes the counties of Baker, Clay, Duval, Nassau, Putnam, and St. Johns.
Each of the counties designates a local elected official to serve on the Consortium, which oversees regional workforce development initiatives, including those programs funded through (WIOA), the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (“PRWOR-1996”), the WI-2000, and such other funding sources as may be available to support workforce activities.
The consortium’s purpose and governing principles are outlined in an Interlocal Agreement in which each of the six counties appoints a representative to carry out the functions of the consortium. The agreement was last updated in 2016.
